The Fundamentals of Assessment Validation: How to Validate Assessments

RTOs must handle various tasks post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance, but validation usually presents the biggest challenge.

We've covered validation in many articles, but it's worth re-examining. ASQA defines it as a quality review of the assessment procedure.

Simply put, validation confirms which aspects of an RTO's assessment process are right and identifies where improvements are needed. A clear understanding of its main components makes it less intimidating.

Clause 1.8 of the SRTOs 2015 mandates that RTOs ensure their assessment systems, including RPL, are compliant with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

According to the standards, two types of validation must be conducted.

The primary validation type ensures compliance with the training package requirements for your RTO's assessments.

The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.

This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

The Two Types of Assessment Validation Explained

As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, often referred to as pre-assessment validation or verification, deals with ensuring all unit requirements are addressed as per the first part of the clause, ensuring complete workbook compliance.

On the other side, post-assessment validation pertains to the implementation, requiring Registered Training Organisations to adhere to the Principles of Assessment and Rules of Evidence.

In this write-up, we will focus on assessment tool validation.

Methods for Conducting Assessment Tool Validation

Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.

When Assessment Tool Validation Should Be Done

The objective of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, assessment tool validation should be conducted before students use them.

You don't have to wait for the next validation schedule in your 5-year cycle. Validate new resources as soon as you get them to ensure they’re suitable for students.

Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:

- update your resources
- adding new training products on scope
- your course includes training product updates
- identify your learning resources as a risk during your risk assessment

ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Keep in mind, this validation ensures compliance of all learning resources before use. All RTOs must validate resources for each unit.

Key Resources for Assessment Tool Validation

Instructional Resources

For validating your assessment tools, you will need the full array of your learning resources:

Mapping tool – the primary document to check. It reveals which assessment items align with unit requirements, expediting validation.

Learner/student workbook – assess its appropriateness for use as an assessment tool. Verify clear instructions and adequate answer fields. This is often a gap.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are included. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – may consist of checklists, registers, and templates developed independently from the workbook and marking guide. Validate them to confirm they suit the assessment task and address unit requirements.

Validation Committee

Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.

As a whole, your validation panel must have:

Vocational competencies and current industry skills that relate to the unit being validated

Up-to-date knowledge and skills related to vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or the equivalent successor

Validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool is beneficial for both the validation process and documentation. It makes it easier to understand how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Additionally, it can act as evidence that you have validated your resources before they are used by students.

ASQA does not provide a read more specific template for assessment tool validation, but numerous templates can be found online. These tools often have validators look at the tools as a whole to verify if they meet the principles of assessment.

Although such templates ease validation, they can cause judgment errors since there’s minimal space for comments on each assessment item.

We strongly recommend using a more detailed template to inspect each unit requirement and the assessment items that map to them. Here is an example:

Core Principles of Assessment
Fairness – Does the assessment process provide equal opportunity and access to everyone?

Flexibility – Are various options provided in the assessment to demonstrate competence based on different needs and preferences?

Validity – Is the assessment measuring what it is supposed to measure? Is it a valid tool for assessing the required skill or knowledge?

Reliability – Will the assessment yield the same results each time, no matter who conducts the training? Will different assessors make consistent decisions on skill competence?

Basic Rules of Evidence

Validity – Is the evidence proof that the candidate possesses the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence sufficient to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool ensure that the work is the candidate’s own?

Currency – Are the assessment tools reflective of current units of competency and contemporary industry practices?

Despite being frequently covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.

To prevent using learning resources that do not meet some unit requirements, make sure to follow these guidelines:

Show What You Mean

Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Perform each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

nappying

bottle preparation, feeding babies from bottles, and cleaning equipment

solid food prep and feeding infants

respond appropriately to baby signs and cues

prepare babies for sleep and settle them

monitor and foster physical exploration and gross motor skills appropriate for the age

Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

Entire or Not Competent

Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:
What kind of information can be included in a work package?
What sort of information can be included in a work package?

The answer might include:

Needed resources

Relevant expenses

Time span of activities

Designated duties and responsibilities

When an assessment item calls for multiple answers, indicate the number of answers a student needs to provide. This way, your assessment is reliable, and the evidence gathered is valid.

The same is true for assessment items with double-barrelled questions or those asking for multiple answers at once. Such questions can confuse both students and assessors, as demonstrated in the sample question below:

Name a hazard and/or environmental issue in the work area and choose the most effective hazard control hierarchy.

Answers can include, but are not limited to:

Weather conditions – isolating the work area, engineering controls, PPE

Work area and ground conditions – elimination, isolating, engineering controls

People – isolating, use of engineering controls, administration

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolating, use of engineering controls, administration

Equipment or machinery – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions makes it easier for students to respond and for assessors to accurately judge student competence.

Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” However, such guarantees require you to wait for an audit to rectify noncompliance. This affects your compliance history, so it’s better to take a safe and compliant approach.
